Indian Government Announces Increase in Fellowship for Researchers


The Union Minister of State (Independent Charge) for Science & Technology and Earth Sciences, Dr. Jitendra Singh announced over 50% hike in the fellowship amount received by various categories of young Research scientists. This land mark decision, responding to a long standing demand by around one lakh science Research Scholars and Associates working across the country, is taken by the Department of Science & Technology under his Ministry, the Minister added. 

As per the press release issued by Ministry of Science and Technology, increase in fellowship is as follows:

In addition, the House Rent Allowance (HRA) as well as the Medical benefits will continue to be available to all the categories of Research Scholars as per the Central Government norms or the norms of host institutions which ever applicable. Entitlement for travel by AC-2 tier or AC-3 tier depending upon the category of Research Fellow / Research Associate will also be available. In addition, maternity leave for women will also be available to all categories of Research Fellows. 

Dr. Jitendra Singh further suggested that a hike in the fellowship amount should be undertaken periodically after due assessment and for this purpose he directed his Science & Technology Secretary to put in place a proper mechanism. 

In addition, Dr. Jitendra Singh also issued directions to the Science & Technology Ministry to put in place a web-based fellowship assessment and disbursement mechanism so that delays in disbursement of fellowship amount could be avoided.

Dr. Jitendra Singh thanked the Union Finance Minister, Shri Arun Jaitley for having accepted the demand put up by his Ministry. Each Ministry and agency can now use the guidelines to make requisite changes over their specific fellowship programmes, he added. 

With this increase in fellowship it is expected that other ministries and agencies such as University Grant Commission (UGC), Indian Council of Forestry Research and Education (ICFRE) will soon revise the fellowship as per the guidelines of Ministry of  Science and Technology. Last revision for Junior research Fellowship was done in April, 2010.

What about humanities section UGC jrf,if any university doesn't follow basic rules of providing scholarship whom should we complaint?will the administrative authority respond properly or complaints are dumped to dustbin.some universities even now provide 2000 rs scholarship (Deemed university),not even 3%Srf and dhey dont have Nationalized bank account for direct transfer of amounts.They trouble students in such a way they students are forced to loose their benefits of getting fellowships.Not a single research scholar is encouraged to present research work in conferences(morally and financially). All administration and guides are engaged with dirty politics and increasing their their profiles.Suggest something.

    I am working in ICFRE, Dehradun as a jrf in forestry. And I am working as a JRF since 2009 and now i still got 12000/- fellowship. And since 2011 there is no increment in my fellowship, designation. And the same matter with all other JRFs working with me. Please guide us what should we do ? And where we should contact regarding this.

    1. Defence Research & Development Organisation (DRDO) works under Department of Defence Research and Development of Ministry of Defence. Please check whether Min of Defence has adopted the same and issued any office memorandum.

  16. I got qualified CSIR-JRF with 85 recently now, i am i eligible to get 25000+HRA ? How to get the clarification on this issue? Because till now only DST announced on this issue but what about CSIR and UGC?

  17. CSIR is an autonomous body registered under Societies Registration Act, 1860 of which the Prime Minister is the President and Minister, Science and Technology is the vice president. Hope CSIR will soon adopt the memorandum issued by Dept of Science and Technology (DST)
